SCAN handles more than 1,000 drug cases in 2003

2003 was a good year for the St. Joseph County Area Narcotics Unit and a bad year for drug peddlers.

"We were very successful," narcotics investigator Mark Lillywhite said. "Our success is because of citizens becoming involved, giving us tips. We've worked several new cases in the Sturgis and Three Rivers area."

In 2003, SCAN investigated more than 300 new cases, while following up on nearly 750.

The unit also was responsible for dismantling six methamphetamine labs. - Read More - Sturgis Journal

I sure would like to see the breakdown per community on their statistics. They stated that October and December were their best months for drug arrests. Where were the arrests made?

Does the squeeky wheel get the grease this time? If so, I am proud to be the mouse,(or whatever it is that made it squeek.[:D])

Excellant Post Buck...That is exactly the kind of feedback the citizens need to hear...often citizens complaints seem to get lost in the overwelming channels of the system. Being so, many times when a citizen does make the effort the result or outcome of the participation is never acknowledged. For instance:

Mr. Smith reports a crime...unless he is personally being threatend in the situation law enforcement has no obligation to offer any follow-up or feedback to Mr. Smith...so were Mr.Smiths efforts rewarding?

maybe...

What happened to SCAN?

Democracy and liberty are not the same. Democracy is little more than mob rule, while liberty refers to the sovereignty of the individual.

Buck, was that a rhetorical question? [:D]

What happened to SCAN?

Buck,

I asked that question to an officer just last weekend after the debate. I was told that it is still in existence but only with Sheriff's Dept personnel. The other agencies have pulled their personnel either for shortages of manpower at their own Departments or as it was put to me "personality conflicts".

If you would like an insider's view on the question, I would direct your attention to my post in the Sheriff candidate's question and answer forum on page 47.

What happened to SCAN?

WHAT HAPPENED TO SCAN:

In 2003 306 cases were opened and 736 were followed up on. Some Deputies/Officers who worked in SCAN over the years opened a case on every piece of tip information, even if no result was generated. We have attempted to get away from that practice to keep the statistics more realistic.

You asked "what happened to SCAN" here are some statistics to help you decide.

In 2003 37 individuals were arrested for violations of the Michigan Public Health Code. (Dangerous Drugs) (Controlled Substances) what ever you want to call it. In 2007 145 individuals were arrested.

In 2003 the SCAN Unit executed 15 search warrants on drug houses. In 2007 40 were executed. In 2003 6 meth labs were seized in 2007 15.

This year to date SCAN has arrested 48, executed 21 search warrants and seized 18 meth labs.

The SCAN unit in service right now is the most productive unit from its inception in 1990. I was the SCAN units lead investigator from 1990 to 1999 and have supervised it from 2003 as a Sergeant, I believe I am the person who knows.

So to answer the question "What happened to SCAN" It has evolved over time to one of dedication, ingenuity and productivity too serve the Citizens of St. Joseph County. It has been recognized by many agencies in Michigan and the Federal Government for its contributions to drug enforcement. Its investigators over the years have gone on to be detectives, sergeants, police chiefs and public safety directors at many agencies. This attests to the dedication of the volunteers who have served.

SCAN right now, today is the best I have ever seen its abilities.

Thanks for allowing me the opportunity to answer your question.

IMO: Jim didn't answer your question because that's a statistic he doesn't anyone to know. Recently (within the past 12 months) have left the unit because of an individual. Read Bo Dukes post. In this case, many of the rumors are correct. Believe me. As Jim tried to discredit the progress the unit did in 2003, the following came to my attention:

1. Maybe the reason for the fewer arrests and search warrants in 2003 was due to great job of suppressing the drug abuse. It is fact, that those involved in the unit then worked heavily with the local, state and federal agencies. Much more in depth than they do now.

2. Also, I would like to know the number of convictions from the increase of arrests. It is my understanding that many of the arrests and charges have been thrown out and some for lack of evidence. Not to mention the questions that were raised in the courts regarding the judgement used during making those arrests.

I suppose you could arrest a ham sandwich if you wanted to increase your numbers during a political year. I am not sure what is says about Jim, when he tries to discredit his fellow workers accomplishments for obvious political gain. Jim, you are better than that.

Thank you on behalf of all Deputies/Officers who, over the years, have volunteered for the SCAN Unit. They have all worked hard and went above and beyond.

Jim,

Is it true that when SCAN serves a search warrant that they pull all or most or the road officers from the road and keep them tied up for hours to assist SCAN because they are short handed now? All of this while the tax paying citizens wait for an officer to respond because their problem is not a "priority". Why doesn't SCAN use the Special Response team any longer to do this. Is it because of "conflict" with a certain SCAN member? Why should tax paying citizens wait while road officers are tied up with SCAN?
