OK I think I have found a way to turn and keep the forum email back on without giving spammers the ability to abuse it (at least not easily).
Basically there is a minimum number of posts required and a certain amount of time must pass between registration and the time it is enabled but it is now available for anyone who wants to use it (after the earlier mentioned criteria is met).
Keep in mind that your email address is hidden from other members on the forum until the point you send an email to them. For instance I sent an email to myself and this is what came to me:
At this point the sender's email address will be shown to the recipient but in no way will the recipient's address be shown to the sender. That is, until or if a reply is made. Once you reply, either through the forum or through your own email client your return address (obviously) will be shown to the recipient.
If you, as a member don't want someone from the forum emailing you anything you can disable this function on your own account by going to your profile (link shown in image below)
And then setting the "Allow Members to Send You Email to No instead of Yes (shown below in image).
