Whether it's Cain's 9-9-9 or Perry's pick-the-rate-you-like 20% flat tax, they're all blowing smoke. Neither these nor any other such absurdity is likely to ever pass the Congress. They're just more blatant appeals to the super rich who would get another phenomenal tax cut while shifting the bulk of the tax burden to the other 99%. But then that's the underlying principle of today's Tea Party Republicans.

What amazes me is, city services HAVE been cut, employees have been released, employees hours have been cut. Blaming the city -- despite the exorbitant salary it pays Bippus -- is looking in the wrong direction. Our loss of services, the increase in local unemployment statistics and all the rest are the result of Governor Snyder's budget giveaway to corporations at the expense of schools, cities, towns, municipalities and us as individuals. It's nothing more nor nothing less than that old voodoo economic philosophy, the one Republicans sold in the 80s as "trickle down" when we should know by now that it's nothing but "tinkle down."

The United States Supreme Court has held that prisoners have a constitutional right to receive necessary medical care while in custody. City of Revere v. Massachusetts General Hospital, 463 U.S. 239 (1983). If the county fails to provide necessary medical care, it may be liable under 42 U.S.C. 1983 for any injuries the prisoner may suffer as a result of lack of medical care. Op. Tenn. Atty. Gen. U90-134.
