You people crack me up, whining about having to travel across town to vote. What is it maybe a mile and takes you what maybe 5 minutes to get there. I have to travel about 8 miles and still go and vote at every election. On top of that it really funny how some of you complain about the city trying to save a little money because its a little inconvenient for you, yet its some of those same people bitching about the city budget cuts. Maybe if they could save a little money here and there they wouldn't have needed the budget cuts. How they can get away with that? Those class rooms at Hoppin were specifically built for the MSR program and I thought paid for buy the state. What about all the smaller playground equipment bought for the MSR students. Are they going to move it? Lockport Township Board chooses Centreville/LFP combination for fire protection Posted in February 10th, 2009 by AdminBSnook The Lockport Township Board has voted to move forward with a hybrid solution for providing fire service coverage to the township after March 31st when the current arrangement in which the township is a partner in the Lockport-Fabius-Park (LFP) Townships Fire Department expires. The new approach calls for a combination in which the Centreville Fire Department would provide contracted service for the eastern part of the township and the remainder of the township would be served by the LFP. The combination was recommended by a five-member Fire Protection Review Committee (FPRC) established by the board. The action came on a 3-to-2 vote during the boards February meeting Monday evening (February 9th). It followed a review by Trustee Dannie Bloom, a member of the FPRC, of the proposals studied by the committee one from the Centreville Fire Department for contracted service, two options for contracted service submitted by the Three Rivers Fire Department, and three options from the LFP plus lengthy conversation in which many of the approximately 40 citizens on hand for the meeting posed questions and/or offered input. Voting in favor of the motion were Bloom, Supervisor Ray Signorello and Clerk Wayne Timm. Treasurer Paul Bungart and Trustee Joe Nowicki, Jr. voted no. The action followed defeat of another motion to move forward with Option 3 from the LFP, which would have Lockport Township remain a member of the LFP Fire Department. Rejection of that motion reflected the same split with Bungart and Nowicki voting for it and Bloom, Signorello and Timm voting in opposition. During a post-meeting interview (1:26) with the River Country Journal, Signorello discussed what happens next and said, We find out the legal implications of moving forward from here. We have to find out if we can hold on to our property while contracting with LFP, and we have to see if its worth it for us to buy back into LFP in the future or to continue to contract with them to see what the services that were going to get from Centreville and to see if, in the future, it will be worth it to buy into them or to continue contracting. During the meeting, Bloom noted that the choices he outlined were only proposals and that a contract needs to be negotiated, something with which Signorello concurred in saying, We have to work through that. We have to contact the lawyer and find out where our legal aspect is on the contract and what we want to see. In November, Lockport Township voters approved a six-tenths-of-a-mill tax levy for fire protection operations, but rejected a five-tenths-of-a-mill levy to fund the townships share of the cost of the new LFP fire station constructed in recent months on West Broadway. The balloting marked the third time township residents turned down proposals for funding the new building. By a 3-2 vote, the Lockport Township Board of Trustees approved a proposal Monday that calls for the township to contract with two agencies for fire service. One of those agencies would be the Centreville Fire Department, and the LFP department would be the other. However, Lockport would no longer be a member of the LFP department. Under the plan, Centreville's coverage would include nearly 40 percent of the township -- an area south of the St. Joseph River and east of Neaman Road. LFP's jurisdiction, meanwhile, would include the west half of the township and the area north of the St. Joseph River. Lockport Township Suerpvisor Ray Signorello said the potential agreement is subject to an extensive review by the township's attorney and possible negotiation of details with both entities. A special meeting to approve a formal agreement may be called before the March 31 expiration of Lockport Township's membership in the three-township fire agency. Under the proposed plan, the township would pay Centreville about $30,000 on an expectation of 18 calls per year. It would pay a $70,000 retainer to LFP, which would deduct amounts on a per-incident basis. For example, it would deduct $2,500 for a structure fire, $1,000 per vehicle incident and $1,000 per grass fire. Signorello said he is in favor of a two-year agreement but that he also supports pursuing the idea of forming a fire authority involving Lockport, Fabius and Park townships and Three Rivers. The idea of contracting for fire service arose after Lockport Township voters last November rejected a tax to cover a one-third share in development of a new LFP fire station in Fabius Township. A tax request to continue financial support for fire service passed by 10 votes. At Monday's meeting, a motion by Treasurer Paul Bungart, supported by Trustee Joe Nowicki Jr., to stay with the LFP department failed for lack of a third vote. Remaining with the LFP was projected to cost Lockport Township about $135,000. The agency in 2008 responded to 78 calls in Lockport Township, which includes a stretch of U.S. 131 north of Three Rivers.
