crosscross, I have had just the opposite experience. I was in a roll over accident in which I was able to walk away because I was wearing a seat belt. I however do agree that people ( adults ) sould have the right to wear them or not. Same goes for helments. I used to have a cycle and given the competence level of the average driver, I never felt safe on one. I always felt that some oblivious moron more interested in his cup of coffee than trafic was going to turn in front of me. At that point all a helment would do is make an open casket possible.

I believe that the current policy does not require that the door be marked, but that the vehicle simply is marked in some fashion. The city managers vehicle is marked with a front plate only. Police vehicles are an exception.

I have just logged on after a brief absence, and I have noticed a lot of discusion regarding crime statisics. I do beleive that we have an issue with crime in TR but I don't beleive TR is alone. It is a hard issue to get a handle on with statistics because the numbers can be affected by a police department's approach to handling complaints. For example, if a police chief or a city manager were interested in making the numbers look better, he could put out the word that officers should avoid opening a complaint when at all possible. If an officer finds a group of kids hanging out and being loud at the local car wash he can send them on their way without calling central dispatch for a compalint number. If however, the city manager or the police chief is getting his chops busted about the productivity of the department, officers may be told to generate complaint numbers for everything to make them look busier. I'm not saying that either approach is wrong, but they can make the numbers misleading. Also keep in mind that we have the Twin County Probation Center here in town as well as the day reporting center. While it is hard to say if the Probation Center adds to our crime level, it is fact that the individuals that fail their drug screens at the day reporting center as well as those who simply don't show require an officer to arrest the subject and transport them to the jail. This not only takes the time of our police officers, it also adds to the crime statistics. I have been told this happens as many as three times a day. I am not trying to say that statistics have no value. But they do not give the whole picture.
